As one of the demonstration sites for the successful ICM (Integrated Coastal Management) programs launched in East Asia, Xiamen has enjoyed a good reputation both locally and internationally from its ICM program implementation for more than a decade. Among those successful stories, one of the key components is the efforts made on capacity building of ICM and related further development activities.
 
On 25th January 1997, the Coastal Sustainable Development Training Center in Xiamen (CSD-Train) was established through the joint efforts of the Xiamen Municipal Government and Xiamen University. The Center conducted training courses which significantly increased the awareness of environmental policymakers and managers on marine management and sustainable development as well as the technical knowledge and skills, and therefore played an active role in facilitating Xiamen’s successful ICM implementation through the efforts on concerning capacity building. In July 2001, a Memorandum of Agreement was signed by GEF/UNDP/IMO Regional Programme on Building Partnerships in Environmental Management for the Seas of East Asia (PEMSEA), the State Oceanic Administration (SOA), Xiamen Municipal Government and Xiamen University for CSD-Train’s evolving into CSD-Train International (Xiamen International Training Center for Coastal Sustainable Development). Meanwhile, the center is designated as “PEMSEA Regional Center for Integrated Coastal Management (ICM)”.
 
Since its establishment, the center has conducted thirty-six different training programs (national and regional ICM trainings, study tours). Up to now, in both short and long term training, CSD-Train International has trained 1046 people; among them are scholars, researchers and senior officials coming from nearly twenty countries including the Southeast Asia, Middle-east, Africa, America, Australia, Oceania, etc. Meanwhile, the center has co-organized such big events like “2nd International Conference on Environmental Concerns” and has been highly appraised by the international organizations like UNDP (United Nations Development Program), UNEP (United Nations Environment Program), IMO(International Maritime Organization), GEF( Global Environmental Facility) and domestic institutions like SOA ( State Oceanic Administration) and Xiamen municipal government. In addition, the center has maintained an effective network with CIDA (Canadian International Development Agency), NOAA (National Oceanic Atmospheric Administration) of the United States, SENSA (Swedish Environment Secretariat in Asia), MMAF (Ministry of Marine Affairs and Fisheries) of Indonesia, Fisheries Department of Thailand, MONRE (Ministry of Naturals resources and Environment) of Vietnam as well as the main media abroad like Korean MEC TV station, Star Newspaper of Malaysia.
 
The interdisciplinary teaching and research elite of Xiamen University has ensured the substantial core of trainers to involve in the trainings and study tours organized by the training center. Meanwhile, based on the previous collaborations with concerning institutions home and abroad, some famous experts, scholars and senior officials involving the related area have also been invited to participate as the resource persons, which have greatly promoted the expertise and experience sharing. Besides the development of human resources, a complete set of training materials in both Chinese and English was also compiled, those existing curricula have been kept updating and enhancing based on the actual training needs and development of new case studies of Xiamen ICM activities. As well, the center has built up its own website, which offers the easy access to communicate worldwide.
 
With active support from collaborated institutions, individuals and previous participants, the center will strive to become a leading training base on ICM and sustainable development at home and abroad and thus play a key role in promoting Xiamen city’s international communications and cooperation in marine management and sustainable development.
