PEMSEA ICM Study Tour for DPRK Delegation

 Accompanied by PEMSEA Programme Specialist Dr.Won-Tae Shin and Research Fellow Mr.Choe Rim, core group of DPRK officials joined the two-day study tour organized by Xiamen International Training Center for Coastal Sustainable Development (ITC-CSD). The DPRK officials came from General Bureau for the Cooperation with International Organizations, Ministry of Foreign Trade, DPRK and Nampho ICM demonstration site, DPRK.
 
With the aim to learn about Xiamen’s ICM experience and success story , the study tour program was focused on highlighting the achievements of Xiamen through briefings and site visits. On the morning of first day, Prof.Xiongzhi Xue, Executive Director of ITC-CSD welcomed the participants and delivered the presentation on the overview of Xiamen ICM program in the past over ten years . The presentation was based on the topic of “ Xiamen: An ICM Journey,” with the introduction regarding the institutional arrangements and integrated law enforcement for ICM implementation  and the social-economic benefits derived from Xiamen ICM program. Prof. Xue summarized the main achievements of Xiamen ICM programme in three categories: i) Environmental quality improvement; ii) Habitat protection and restoration; iii) reduction of multiple use conflict; and iv) sustainable financing.
 
Besides the Xiamen ICM program, Prof.Xue also delivered a presentation on the Jiulong River management by introducing the Integrated Watershed and Coastal Sea Management (IWCM) programme set out by Fujian Province and summarizing the fundamental role Integrated Watershed and Coastal Sea Management programme will play for future management of the Jiulong River Watershed -Xiamen Bay-Coast area. Dr. Qinhua Fang , associate Professor of COMI delivered a lecture on Marine Functional Zoning in Xiamen, Dr.Fang mentioned that resolving Multiple-use conflicts through Marine Functional Zonation is one of the effective means of the Implementation of ICM, he also showed many detailed datas in emphasizing Xiamen the importance of the monitoring and reporting in MFZ implementation as well as indicating the need to strengthen the MFZ and the challenges such as mainstreaming MFZ to other sector’s planning process.
 
Besides the classroom lectures, the site visit activities were conducted to allow the delegates to witness how Xiamen has developed and established the necessary enabling conditions to support ICM successful implementation for the past more than one decade. The site visits at Gulangyu Island, Coastal Road and Yuandang Lake provided the participants with solid evidence of how the city has successfully mobilized the dynamic process of ICM.
 
The DPRK delegation was particularly impressed with the achievements of Xiamen’s ICM implementation, they mentioned that the successful experiences learned from this study tour will be of great value and further applied in DPRK’s further ICM Scaling up. The delegation also showed a keen interest in the introduced Information on short term training programme and Chinese government scholarship and Xiamen University scholarship for the MMA program, they are planning to seek collaboration with ITC-CSD for the capacity building for key officers on ocean and coastal management.
